Updates on Changes to Kindergarten Particulars
In August 2004, the government launched a one-stop portal, Online Business Licensing Service (OBLS), to provide an integrated licence application service to all existing businesses or start-ups operating in Singapore. This service helps to save signifcant time for businesses as applicants can apply for multiple licences using one portal.
With effect from 3 July 2006, all registered kindergartens must seek approval from the Pre School Education Branch (PEB) of the Ministry of Education (MOE) on the following changes:
- Registration of teachers (via OBLS)
- Appointment of Principals (via K-Link)
- Addition and/or Re-registration of Committee of Management1 (140kb .doc) (via OBLS)
- Relocation or expansion of kindergarten (124kb .doc) (via OBLS)
- Change of kindergarten name (120kb .doc) (via OBLS)
- Notification for Kindergarten Fee Increase (via K-Link)
- Application for Pre-nursery Programme2 (via K-Link)
- Application for Additional Programme2 (via K-Link)
The Education Act stipulates that only the Supervisor or a member of the Committee of Management (CM) may apply for the change of kindergarten particulars.

- For change of ownership of a kindergarten, application can be made using the OBLS module on ‘Addition/Re-registration of Committee of Management’ ↩
- Kindergarten may be granted approval to offer additional educational programmes for children if the following conditions are met:
- There are suitable facilities available within the kindergarten’s approved premises.
- There are available qualified teachers in the kindergarten to take the additional programmes.
- The proposed fees (registration and educational fees) are reasonable.
- The proposed curriculum is suitable.
- Other conditions specific to the particular educational programme have been fulfilled. ↩
