Application for Supplementary Placement Exercise – Secondary Schools

Returning Singaporean children who wish to start school at the beginning of the school year together with other local children in early January 2011 are encouraged to register for the 2010 School Placement Exercise for Returning Singaporeans – Secondary schools (SPERS-Sec). The SPERS-Sec papers will be conducted on 14 October 2010 and school posting results will be released in early to mid-December 2010.

Returning Singaporean children who are unable to make it for the 14 Oct 2010 SPERS-Sec papers can still take part in a Supplementary Placement Exercise in December 2010.

The Supplementary Placement Exercise is similar in structure to SPERS-Sec and involves 3 phases:

  1. the Eligibility Phase
  2. the School Option Phase
  3. the School Posting Phase

The posting of applicants will take into account their performance in the Supplementary Placement Exercise papers, their school choices and available school vacancies. In the instance where an applicant is not posted to any of the schools that he or she has opted for, MOE will assign the applicant a place in a secondary school with a vacancy near his / her home.

The papers for the Supplementary Placement Exercise will be conducted locally on 28 December 2010 and school placement results will be released tentatively on 31 January 2011.

Eligibility

Returning Singaporean (Singapore Citizen and Singapore Permanent Resident) children, who have lived overseas and do not have a place in a local school (including places reserved under the Leave of Absence Scheme or otherwise), are eligible to participate in the Supplementary Placement Exercise.

Returning Singaporean children who have registered or sat for the 2010 SPERS-Sec papers on 14 Oct 2010 are not eligible to take part in the Supplementary Placement Exercise.

The Supplementary Placement Exercise is for returning Singaporeans seeking admission to Secondary 1, 2 and 3 in academic year 2011. Eligible returning Singaporeans may apply to sit for the centralised papers under the Supplementary Placement Exercise at the level appropriate for their age cohort, based on the permissible age range below:

Please note that application confirmation will be subject to the availability of places for the conduct of the centralised papers. Returning Singaporeans who wish to take part in the Supplementary Placement Exercise should complete and submit the online Application Form by 17 Dec 2010.

Fees

The fees for the Supplementary Placement Exercise are appended below:

Please note that the fees are non-refundable and applicants are advised to consider their availability for the exercise carefully before applying. Applicants may make payment via one of the following modes.

Payment Mode Remarks
Credit Card Applicants would be able to enter their credit card details online as part of the online application process.
Cash / NETS This option requires applicants to make payment in person at MOE’s Customer Service Centre.
Cheque / Bank draft

Applicants may issue a cheque (issued by a Singapore-based bank) or a bank draft drawn on a bank in Singapore. Payment should be made payable to “SINGAPORE EXAMINATIONS AND ASSESSMENT BOARD”, and the cheque should be crossed.

The applicant’s name, BC/UIN Number, and the test level which the applicant is applying for must be written on the reverse of the cheque / bank draft. Please note that incomplete applications would not be accepted.

Timetable for Centralised Papers

The centralised papers for the Supplementary Placement Exercise, comprising English and Mathematics, will be conducted on 28 Dec 2010 (Tuesday) at the Tiong Bahru Examinations Centre, 8 Lower Delta Road, Singapore 169198. The timetable for the papers is appended below:

Reporting for the Centralised Papers

Applicants whose applications are in order will receive an official notification from the Singapore Examinations & Assessment Board (SEAB) within one to two weeks of application (latest by 22 Dec 2010). The official notification will include the applicant’s Supplementary Placement Exercise Entry Proof (with Index Number) and instructions for applicants.

All applicants are required to arrive at least 30 minutes before the start of the papers and be seated at their assigned desks at least 15 minutes before the papers’ commencement.

School Option Phase

In mid-January 2011, applicants who have sat for the Supplementary Placement Exercise papers will receive from MOE a school option form. The form will include a list of schools that the applicant is eligible to seek admission to.

Applicants are to submit their school choices (up to a maximum of 6 school choices) online by 20 Jan 2011.

School Posting Phase

Following the School Option Phase, MOE will conduct a posting exercise for applicants taking into account their performance in the centralised papers, their school choices and available school vacancies. In the instance where an applicant is not posted to any of the schools that he or she has opted for, MOE will assign the applicant a place in a secondary school with a vacancy near his or her home. Under the Supplementary Placement Exercise, secondary schools may admit a small number of applicants over and above their planned capacity. This is in recognition that returning Singaporeans have been away and thus unable to seek admission into secondary schools together with other Singaporean children who had taken the PSLE.

Release of Posting Results

Tentatively, the posting results for the Supplementary Placement Exercise will be released on 31 Jan 2011.

Reporting to School

All applicants are to report to their posted schools by 11 Feb 2011. Applicants who are unable to do so are required to contact their posted schools to make alternative arrangements.

In the event that an applicant does not report to his / her posted school by 11 Feb 2011, the place may not be held for the applicant. MOE and the school will have full discretion to admit another student to the school using that place.

Appeals

Applicants who choose not to accept the place offered under the Supplementary Placement Exercise may approach other schools with vacancies directly for consideration.
