TOWARDS A HOLISTIC RECOGNITION OF SCHOOL & STUDENT ACHIEVEMENTS
Previously, MOE provided information to the public on schools’ performance in the form of School Ranking Lists and the Masterplan of Awards, which recognises schools for their academic and non-academic achievements, as well as the processes that they have put in place to achieve those outcomes. The academic rank lists have allowed parents and students to make informed choices when selecting schools, and schools to benchmark their performance vis-à-vis other schools.
To support and encourage schools to deliver a holistic education and a broad range of experiences to their students, MOE made several changes to broaden the school ranking system. The key changes were:
- A shift from ranking on exact academic scores, to banding schools with similar academic performance.
- The expansion of the number of domains under which schools' achievements are recognised, so as to provide a broader picture of schools’ performance in various academic and non-academic domains. School Achievement Tables, which replace ranking lists, highlight schools’ achievements in terms of Academic Value-Add, Character Development, and Physical and Aesthetics Achievement.
- The introduction of a web-based interactive system to allow parents and students to generate comparative lists of schools based on features they consider important – e.g. schools in a certain geographic vicinity, strength in the arts or sports. Detailed individual profiles for each school are also provided.
For this review of the school ranking system, MOE consulted extensively with a cross-section of stakeholders in education.
Stakeholders strongly supported the broadening of the current school ranking system and favoured a more comprehensive representation of school achievement and a broadened definition of success for schools.
With a more broad-based school ranking system, parents and students will have more complete information on the key dimensions of a school's overall performance. These improvements will serve to align the focus of parents, students, schools, and the community on the importance of a well-rounded education.
